Judge sentences man to 12 years in prison for sexually assaulting woman in Zion

Luis F. Rosales, 50, of Zion.

A 50-year-old man was sentenced on Tuesday to 12 years in prison after a jury found him guilty of sexually assaulting a woman at a residence in Zion.

Luis F. Rosales, 50, of the 2900 block of Gideon Avenue in Zion, was charged in December 2019 with two counts of criminal sexual assault.

A jury trial in the case concluded on March 23.

The jury found Rosales guilty of one count of criminal sexual assault by the use or threat of force and one count of criminal sexual assault of a victim unable to give consent.

Prosecutors said that Rosales sexually assaulted a young adult woman in a residence in Zion in October 2018.

After the verdict, Lake County Judge Daniel Shanes ordered Rosales to be placed into custody while awaiting his sentencing hearing.

Rosales had been out on bond prior to the trial after he posted 10% of his $150,000 bond following his arrest.

The Lake County State’s Attorney’s Office said that under the new SAFE-T Act law going into effect next year, defendants charged in sexual assault and other violent cases will no longer be able to post cash bond after their arrest if a judge orders them detained.

On Tuesday, Shanes sentenced Rosales to 12 years in the Illinois Department of Corrections.

Both charges Rosales was convicted of are Class 1 felonies and he faced up to 15 years in prison.

Assistant State’s Attorney Lauren Walker read a statement written by the victim during the sentencing hearing about how the assault affected her.

Lake County State's Attorney Eric Rinehart said he was satisfied that Shanes sentenced Rosales to the higher end of the sentencing range.

“This sentence makes Lake County safer. Violent attacks upon anyone will not [be] tolerated, and we applaud the survivor for her courage,” Rinehart said.

Court records show Rosales will receive 572 days of credit for time already served in the county jail.

Kendale Brown, 18, of Chicago.

A Chicago man was arrested after police say he struck a victim with a brick during a robbery in broad daylight at the Metra station in Libertyville.

The incident happened around 12:20 p.m. Monday at the Metra station, 200 Lake Street in Libertyville.

Libertyville Deputy Chief of Police Ed Sindles said officers responded to a 911 call of an armed robbery.

The victim advised he was struck by a subject armed with a brick and had his backpack stolen.

Sindles said the suspect was described as a male black, approximately 16 years old, with a backpack and no shirt.

Officers arrived and located both the suspect and the victim.

Officers arrested the suspect, identified as Kendale Brown, 18, of the 400 block of North St. Louis Street in Chicago.

The state’s attorney general is urging residents in Illinois to be vigilant for scammers trying to exploit families who are struggling to find baby formula during the national shortage.

Illinois Attorney General Kwame Raoul said Friday that the baby formula shortage continues to impact families across Illinois.

“On top of the stress of locating formula, people must also be on the lookout for scammers looking to take advantage of families' desperation,” Raoul said.

“I urge anyone affected by this shortage to be vigilant for potential scams that could result in financial losses or – more seriously – the inadvertent purchase of unsafe products,” he said.

Raoul urged consumers to exercise caution before buying any product from unknown sources, particularly those online.

He also encouraged consumers who believe they have been the victim of a scam or price gouging related to baby formula to file an online complaint with the attorney general's Consumer Fraud Bureau.

Raoul said he recommends that families follow guidance issued by the Federal Trade Commission and the Better Business Bureau in response to the baby formula shortage.

The attorney general’s office said consumers should research the business selling the product before making a purchase and consider how payment is being made.

“For instance, credit cards provide the strongest protections, while payment methods of gift cards, money transfers or cryptocurrency are indications of a scam,” the attorney general’s office said in a statement.

“Be aware, some review websites claim to be independent but are funded by scammers. Be on the lookout for positive reviews on the website that have been copied from honest sites or created by scammers. Be cautious if you discover no indication of a brick-and-mortar address or if the address appears on a Google map as a parking lot, residence or business unrelated to what is listed on the website,” the statement said.

Misspellings and grammatical errors are often a sign of a scam.

“Be cautious with sellers that advertise on a social media platform that may be communicative only until the payment is made. Once the payment clears, they may be unreachable,” the attorney general’s office said.

Raoul said his office will take action against anyone who engages in unlawful conduct in an attempt to use the formula shortage to “make a quick profit.”

The U.S. Department of Justice (DOJ) this week expressed concerns to state attorneys general related to reports of businesses taking advantage of the baby formula shortage.

Those who wish to report a complaint of fraud or price gouging related to baby formula should visit the Illinois Attorney General's website or call the Attorney General's Consumer Fraud hotlines.
