Wanted man leads police on brief pursuit, crashes his car into tree near Harvard

A 40-year-old Wisconsin man, who was wanted on arrest warrants, led police on a brief vehicle pursuit and was later arrested after officers found him when he crashed his car near Harvard.

Harvard Police Department Deputy Chief Tyson Bauman said officers attempted to stop a 2012 Chevrolet driven by Salvador Basilio-Andrade last Saturday.

Basilio-Andrade, 40, of the 700 block of West Grand Avenue in Beloit, Wisconsin, allegedly refused to stop for officers near Brink Street and Division Street in Harvard.

The pursuit was terminated at Brink Street and Schultz Road and officers returned to city limits, Bauman said.

A few minutes later, a Harvard police officer was assisting the McHenry County Sheriff’s Office on a call in the same general area.

The officer was clearing the scene and came upon Basilio-Andrade and his 2012 Chevrolet, which was crashed into a tree after he drove off the roadway on Schultz Road north of Brink Street, Bauman said.

Basilio-Andrade was arrested and charged with two counts of aggravated driving under the influence of alcohol and aggravated fleeing and eluding a peace officer.

He was cited for having a loud muffler, speeding 35+ mph over the limit, driving on the wrong side of the roadway, disobeying a stop sign, driving under the influence, driving while license revoked, reckless driving, transportation of open alcohol by a driver and attempted fleeing and eluding a peace officer.

Basilio-Andrade also had two warrants out of Winnebago County for failure to appear in court on a previous driving while license revoked case.

Basilio-Andrade was transported to the McHenry County Jail where he was released after posting 10% of a $15,000 bond.

He is scheduled to appear in court again on Wednesday.

Judge orders IL Department of Corrections to release records on early prisoner releases after lawsuit by McHenry County state’s attorney

A judge has ordered the Illinois Department of Corrections to provide the McHenry County State’s Attorney’s Office with records on the early release of prisoners following a lawsuit.

The McHenry County State’s Attorney’s Office said they informally attempted multiple times to obtain records from the Illinois Department of Corrections (IDOC) regarding its early release of prisoners.

The IDOC refused to provide the records and the state’s attorney’s office then filed a Freedom of Information Act (FOIA) request with the department.

The IDOC denied the request on “dubious grounds,” the state’s attorney’s office said.

The state's attorney's office filed a complaint in McHenry County Circuit Court for declaratory and injunctive relief.

The lawsuit sought to declare that IDOC had violated FOIA and to order IDOC to produce the records.

McHenry County Judge Michael Chmiel granted the state’s attorney’s office’s motion for summary judgment and ordered IDOC to produce the requested records.

Chmiel also ordered IDOC to pay a $2,500 civil penalty to McHenry County after finding that the department had “willfully and intentionally, or otherwise in bad faith” violated FOIA.

“IDOC, under the current administration, seems committed to turning our prison system into a turnstile for dangerous criminals, regularly using every esoteric regulation at its disposal to lessen criminal sentences imposed by elected judges beyond any sense or reason, and then hiding the process by which this is all being done,” McHenry County State’s Attorney Patrick Kenneally said on Friday.

"We look forward to finally reviewing IDOC's 'justifications' for these early releases and exploring all available legal options thereafter," Kenneally said.

Coroner identifies 44-year-old woman killed in head-on crash near Waukegan

The coroner’s office has released the identity of a 44-year-old woman who died after a vehicle crossed over into oncoming lanes of traffic and hit the vehicle she was in near Waukegan Thursday morning.

An autopsy showed that Ambrocia Romero, 44, of Waukegan, died as a result of multiple blunt force injuries from a vehicle crash, according to Lake County Chief Deputy Coroner Steve Newton.

The Lake County Sheriff’s Office, Waukegan Fire Department and Gurnee Fire Department responded around 5:15 a.m. Thursday to the area of Green Bay Road and Johns Manville Avenue in unincorporated Waukegan for a vehicle crash with injuries.

Lake County Sheriff’s Office Deputy Chief Christopher Covelli said sheriff's deputies arrived and located two vehicles with extensive damage.

A preliminary investigation shows a Ford F-150 pickup truck, driven by a 43-year-old Streamwood man, was traveling southbound on Green Bay Road in the area of Johns Manville Avenue.

The Ford crossed the double yellow median markings in the center of the road and drove into the northbound lanes of traffic, Covelli said.

The Ford struck a northbound Toyota Camry head-on, driven by a 58-year-old Waukegan woman.

Romero, who was a front-seat passenger in the Toyota, was killed in the crash.

The driver and a third occupant in the Toyota, whose identities are also pending, were transported by ambulance to Advocate Condell Medical Center in Libertyville with non-life-threatening injuries.

The driver of the Ford was also transported to Advocate Condell Medical Center with non-life-threatening injuries.

Covelli said that alcohol does appear to be a factor in the crash.

The crash remains under investigation by the Lake County Sheriff's Office Technical Crash Investigations Unit and the Lake County Coroner's Office.

‘Dax does it again:’ Sheriff canine tracks down fleeing suspect violating order of protection in Long Grove

Lake County Sheriff’s Canine Dax helped track down a fleeing suspect for several miles who was violating an order of protection in Long Grove, police said.

A Lake County sheriff’s deputy found an unoccupied vehicle in the area of Osage Road just west of Route 83 in Long Grove around 12:20 a.m. Sunday.

Lake County Sheriff’s Office Deputy Chief Christopher Covelli said the deputy learned that the registered owner of the vehicle was Alexis L. Alverio, 39, of the 500 block of North Clinton Street in Chicago.

Alverio was the respondent of an order of protection that was protecting an individual and a residence in the area where the vehicle was located, Covelli said.

The deputy called for a canine because he believed Alverio was likely in the area and violating the order of protection.

Sheriff's canine Dax and his handler Deputy John Forlenza responded. Dax picked up Alverio's scent near the backyard of the protected address.

He tracked through a creek for several miles and located Alverio fleeing.

Covelli said that Alverio refused instructions to stop but instead ran right into the arms of a deputy on the perimeter of the search area.

“K9 Dax does it again! Good boy, Dax!” the sheriff’s office said in a social media post.

Covelli said it is unclear why Alverio was violating the order of protection again but gloves and a balaclava were located by Dax.

The items had the man’s scent and were dropped while he was fleeing.

Alverio was charged with violation of an order of protection and violation of bail bond for violating the terms of bond on a previous order of protection violation charge on April 10.

Alverio was ordered held in the Lake County Jail on a $75,000 bond and was later released after posting 10% of the bond. He appeared in court Friday morning.

Authorities release identity of 18-year-old man who died after rollover crash near Wauconda

The coroner has identified an 18-year-old man who died after he rolled his car over near Wauconda Wednesday evening.

An autopsy performed on Thursday showed that Austin Voyles, 18, of Wauconda, died from blunt force injuries as a result of the crash, according to Lake County Chief Deputy Coroner Steve Newton.

The Lake County Sheriff's Office and Wauconda Fire District responded around 10:20 p.m. Wednesday to the 29300 block of North Callahan Road in unincorporated Wauconda for a serious vehicle crash.

Lake County Sheriff's Office Deputy Chief Christopher Covelli said sheriff's deputies arrived and located a 2000 Jeep Wrangler rolled over with major damage.

A preliminary investigation shows the driver of the Jeep, Voyles, was traveling northbound on Callahan Road just north of Old Rand Road.

For an unknown reason, Voyles failed to negotiate a curve in the roadway and drove onto the gravel shoulder, Covelli said.

He overcorrected, which caused the Jeep to slide into a ditch on the west side of the roadway.

The Jeep then struck several large rocks, causing it to roll over.

Voyles, who does not appear to have been wearing a seatbelt, was partially ejected and sustained major injuries, Covelli said.

He was pronounced dead at the scene.

The crash remains under investigation by the Lake County Sheriff's Office Technical Crash Investigations Unit and Lake County Coroner's Office.
