Officials said there were no reports of widespread unrest overnight in the Lake County area after rumors of planned gang retaliation shootings circulated on social media Friday.

Lake County Sheriff’s Office Deputy Chief Christopher Covelli told Lake and McHenry County Scanner on Saturday that there were no reports of unrest.

In an apparent email sent by local activist Margaret Carrasco to city officials in Lake County, Carrasco said "word on the street" is that there were planned retaliation shootings Friday evening.

The email said that "orders to their foot soldiers" is to "barge into every bar and restaurant" and shoot opposing gang members.

At least eight people were shot, one fatally, in four separate shootings across Waukegan and North Chicago Wednesday evening.

The spree of shootings come after an 18-year-old man was fatally shot outside a Waukegan apartment complex Tuesday evening.

Covelli said Friday evening that extra sheriff's deputies and detectives were deployed.

Many local police departments, including the Waukegan Police Department, also deployed extra officers.

Covelli said there was no credible information at the time to indicate widespread civil unrest.

"Nonetheless we continue monitoring and are prepared," Covelli added.

Many residents expressed concern on social media and some bars and restaurants closed for the evening.

Naval Station Great Lakes said in a social media post at the time that there were "multiple reports that indicate gang activity is positioned against the communities of North Chicago and Waukegan."

The naval station directed its personnel "to use extreme caution and limit potential exposure to venues that could be targeted."

The Zion Police Department told residents to report any suspicious activity.

“We are unsure of the validity of these rumors, however due to recent incidents we believe that vigilance and awareness should be encouraged,” the department said.

Waukegan Mayor Ann Taylor released a statement Friday morning, saying she is “disturbed, sad, and frustrated” by the recent shooting sprees in her city.

"Acts of violence like Wednesday's shootings cannot and should not be tolerated in any civil society," Taylor said.

She vowed to work with the Waukegan Police Department to "do everything we can to get to the bottom of the causes of these violent incidents and proactively work to prevent them from occurring in Waukegan."

She urges anyone with information on the recent shootings to call the Waukegan Police Department's tip line at 847-360-9001.

North Chicago Mayor Leon Rockingham echoed Taylor’s reactions Friday evening and said he is bothered and disappointed by the “senseless violence.”

"It is time that we as a community take a stand against the violence and work together with our police officers to put an end to the senseless shootings and acts of gang violence," Rockingham said.

"I want you to know that I stand with the men and women of the North Chicago Police Department, and every elected official in the city of North Chicago to do everything within our power to end this senseless violence."

He is also asking residents to report anything out of place and contact the North Chicago Police Department's tip line at 847-596-8740 if anyone has information on the recent shootings.

Hate crime charges filed against man who allegedly vandalized Lake in the Hills cafe on day of drag show

Joseph I. Collins, 24, of Alsip.

An Alsip man has been charged with a hate crime for allegedly vandalizing UpRising Bakery and Cafe in Lake in the Hills, causing the owner to cancel a controversial drag show that was planned Saturday evening.

Joseph I. Collins, 24, of the 11700 block of South Ridgeway Avenue in Alsip, was charged with hate crime, a Class 4 felony, and criminal damage to property, a Class 4 felony.

The Lake in the Hills Police Department responded around 12:04 a.m. Saturday to UpRising Bakery and Cafe, 2104 West Algonquin Road.

Responding officers were notified of an in-progress criminal damage to property and that the suspect had fled on foot, according to Lake in the Hills Police Department Communications Coordinator Rachael Ruiz.

An Algonquin police sergeant had spotted Collins leave the scene and was “instrumental in this incident,” Ruiz said.

Lake in the Hills officers, along with the Algonquin police sergeant, took Collins into custody.

UpRising Bakery and Cafe sustained significant damage early Saturday morning, Ruiz said.

Officers found broken windows and hateful messages spray painted on the building.

“The safety and Constitutional rights of everyone are always the Lake in the Hills Police Department's priority,” the department said in a statement.

“The Police Department is disheartened this happened in our Village, remain steadfast in our commitment to public safety and have zero tolerance to crimes against all members our community,” the statement added.

Collins was later transported to the McHenry County Jail and appeared for a bond hearing.

A McHenry County judge set the man’s bond at $10,000. He remains held and would need to post $1,000 cash to be released.

In a statement early Saturday morning, the business said on social media they canceled their events for the weekend and will be closed Saturday “for the safety of the performers, staff, and community.”

“At this time we ask everyone: DO NOT COME TO OUR LOCATION AT ALL TODAY. We did not want to back down from Bullies but absolutely cannot in good conscience continue with tomorrows plans. It breaks our hearts. we will update when we can,” the owner said.

UpRising Bakery and Cafe's owner reported receiving in-person and online threats earlier this month after they announced they were hosting a drag show where children were welcome to attend.

The event, which has since been canceled, was scheduled to take place Saturday.

Officer recognized for calling ambulance for woman, later diagnosed with brain tumor, during traffic stop in Huntley

A police officer has been recognized after he stopped a driver last month for a traffic violation in Huntley and called an ambulance for the female driver, who ended up being diagnosed with a brain tumor.

The Huntley Police Department said Officer Rich Miller conducted a traffic stop on a vehicle in June.

The driver indicated that she was not feeling well due to a sinus infection.

Miller’s years of experience and instincts told him something else was going on, officials said.

He called for paramedics and after an assessment, members of the Huntley Fire Protection District transported her to the hospital.

A few weeks later, the driver contacted Miller to thank him for saving her life.

She was diagnosed with a brain tumor that was surgically removed the following day.

Without his care and rapid action, she likely would not have been diagnosed and treated as quickly as she was, the police department said.

“We wish this resident the best as she continues to recover and thank her for sharing her story with us. It is a great reminder that even the most seemingly mundane acts may have profound effects for others that you never see,” the police department said.

Chief of Police Robert Porter recently presented a letter of commendation to Miller for his actions.

“You never know how one small action can impact someone else’s life,” the department added.

Police say an 18-year-old man who went missing several days ago in Crystal Lake while riding his bike has been located safe.

On Wednesday, the family of 18-year-old Nathaniel Tillman reported him missing, according to Crystal Lake Deputy Police Chief Thomas Kotlowski.

Tillman was last seen around 11:50 a.m. Tuesday riding his black Mongoose brand mountain bike, which has red lettering.

The man failed to return home and did not communicate with his family.

The Crystal Lake Police Department said they were “actively and aggressively” investigating the circumstances surrounding his disappearance.

“We do not suspect Nathaniel's disappearance was the result of foul play; however, we share in his family's concern for his well-being,” Kotlowski said on Friday.

Crystal Lake detectives were pursuing a number of leads in the case.

The police department announced Friday evening that Tillman had been located.

Police said the man was safe and thanked the public for their assistance but did not provide further details on where he was located.

Police say a suspect is in custody after UpRising Bakery and Cafe in Lake in the Hills was vandalized, forcing the owner to cancel their child-friendly drag show scheduled for Saturday evening.

A suspect or suspects broke windows at the business and spray-painted slurs on the walls, ABC7 News reported. No one was injured.

The Lake in the Hills Police Department said they have taken a suspect into custody and would release more information soon.

The police department said earlier this week that they began to receive messages on July 6 from concerned citizens regarding a drag show performance being hosted by the business, located at 2104 West Algonquin Road, scheduled for July 23.

Police said that residents expressed concerns due to children being allowed to attend the event.

According to the event website, children of all ages were welcome and kids’ tickets were reduced price.

The police department and the Lake in the Hills Community Development Department contacted the business owner and have “been in regular communication regarding the event.”

Police say no violations of the Village of Lake in the Hills municipal code were found and no nudity or sexually explicit content is reported to be a part of the scheduled performance.

UpRising Bakery and Cafe's owner reported receiving in-person and online threats after the controversial event was announced.

In one instance, a bag of feces was left outside near the employee door and a threatening note was left on the door, according to police reports.

The police department said that protests and counter-protests were planned to occur on Saturday.

“The safety and Constitutional rights of everyone who may choose to participate is the priority of the Police Department. We are taking measures to ensure that everyone has the right to engage in peaceful protest,” the police department said in the statement.

“The department will be taking a zero-tolerance approach for those individuals who choose to attend with plans to engage in acts of violence or criminal activity,” the statement added.

Corinna Sac, the owner of the business, said in an interview with WGN that she has been overwhelmed by hate and negativity.

“I just wish that people would understand we're not targeting children,” Sac said during the interview.

“There are children tickets available for those families who wish to bring their children and for the families who decide that's OK for their family setting,” she added.

Authorities warned against traveling Saturday morning after thunderstorms brought “considerable flooding” to Lake County, causing numerous vehicles to get stuck in high-standing water.

“Strong to severe” thunderstorms moved across northern Illinois, according to the National Weather Service.

High winds and hail were also reported.

The storms brought “very heavy rainfall” that resulted in areas of flash flooding, mainly in Lake County and in portions of eastern McHenry County, the NWS said.

The flooding prompted emergency response calls for water rescues along the North Shore.

Several vehicles in Lake Bluff, Lake Forest and Highland Park got stuck in the flooding on roadways. Route 41 experienced heavy flooding.

The NWS reported around 6 a.m. that the flash flood warning for central Lake County was for “considerable flooding” that gradually developed from heavy rainfall of 2.5 to five inches late last night into early this morning.

“With daybreak comes an increased risk as more people head out and about. In talking with the Lake County Sheriff’s Office, travel is ill advised right now in central Lake County, including in/near Lake Bluff,” the NWS said.

Additional “strong to severe” thunderstorms are expected Saturday evening in the Chicagoland area.

The storms are expected to develop across southern Minnesota Saturday afternoon and track east to southeast toward the area into the evening.

At least the southern edge of the line of storms is expected to brush far northern Illinois, with the potential for storms to extend farther south through much of northern Illinois, the NWS said.

Strong damaging winds will accompany the storms along with a localized flooding threat.

Jury convicts Libertyville man of sexually assaulting young child over span of 6 years

Posted: 22 Jul 2022 04:35 PM PDT

Michael Main, 55, of Libertyville

A Libertyville man faces at least 80 years in prison after a jury convicted him of sexually assaulting a child over the span of six years, court records show.

Michael Main, 55, of Libertyville, was convicted on six counts of predatory criminal sexual assault, a Class X felony, and 11 counts of criminal sexual assault, a Class 1 felony.

The jury reached the guilty verdict after an hour of deliberation Thursday.

Main was first charged in August 2016 after the victim made a report to the Libertyville Police Department.

The victim reported that they had been sexually assaulted by Main over the course of six years, prosecutors said.

Court records show the victim was under 13 when the assaults began.

The Libertyville Police Department conducted an investigation and arrested Main shortly after.

Main’s trial began Tuesday and lasted three days.

The jury heard from six state witnesses, including forensic and medical experts.

The experts testified how the victim's account of the assault aligned with the physical evidence collected.

Main chose not to testify and the defense called no witnesses to the stand.

“The survivor took that courageous step to come forward, and their faith in the system paid off yesterday. We are pleased that the jury saw the truth of this case, and I want to commend the Libertyville Police Department and the trial team for their outstanding work,” Lake County State’s Attorney Eric Rinehart said.

“Our amazing victim support professionals have been with the survivor every step of the way and will continue to assist them,” Rinehart said.

Because Main was convicted of all 17 counts, he faces a mandatory minimum prison sentence of 80 years. The sentence will be served at 85%.

Lake County Judge James Booras revoked Main’s ability to post a cash bond following the verdict.

A pre-sentence investigation will be conducted and a motions hearing will be held on September 20.

Route 120 in McHenry to be completely shut down for 2 weeks due to road repairs

Posted: 22 Jul 2022 03:14 PM PDT

Route 120 between Crystal Lake Road and Borden Street in McHenry will be shut down from August 1 until August 13 for a railroad crossing replacement. | Provided Graphic

Officials say a stretch of Route 120 in McHenry will soon be completely shut down in both directions for nearly two weeks due to road repairs.

The City of McHenry said the closure will occur on Route 120 between Crystal Lake Road and Borden Street so crews can repair the railroad crossing.

Union Pacific Railroad, with authorization from the Illinois Department of Transportation, will be removing a railroad crossing and replacing it with a new one.

It is a state-approved road closure that is being handled by Union Pacific Railroad, the city said.

The closure will go into effect from 9 a.m. August 1 through August 13 at 5 p.m.

The detour route for non-local traffic will be Richmond Road, Route 173 and Greenwood Road.

Barricade-mounted signs marking full road closure will be located at Curran Road and Route 120 and also Front Street and Elm Street.

Local traffic is encouraged to plan a new travel route when traveling through town, the city said.

Charles Miller Road, Bull Valley Road, Crystal Lake Road, Lillian Street, Curran Road, Ringwood Road, Richmond Road and McCullom Lake Road can be used by local traffic to avoid the closure.

Road weight restrictions for commercial vehicles will remain in effect on surrounding roads.

“Although the City is not a participant in this repair project, we will be closely monitoring the traffic flow around the closure to ensure the successful use of alternate routes. Please plan extra time in your travels to accommodate for the closure and subsequent detour,” the city said Friday.

Judge sentences Park City woman to 8 years in prison in son’s death for failing to give him proper medical care

Posted: 22 Jul 2022 12:41 PM PDT

Jennifer B. Stroud, 41, of Park City, (left) was found guilty in May in connection with her son Jason’s death on September 11, 2016. | Provided Photos

A Park City mother was sentenced to eight years in prison for contributing to her 11-year-old son’s death by failing to give him proper medical care after his heart transplant.

Jennifer B. Stroud, 41, of the 500 block of Rosedale Avenue in Park City, was charged with involuntary manslaughter of a family member and two counts of child endangerment causing death.

Stroud was charged in January 2017 after her son, Jason Stroud, died on September 11, 2016.

A now-deleted GoFundMe account created by Jennifer said that Jason had received a heart transplant on May 6, 2012, at Children’s Wisconsin Hospital in Milwaukee when the boy was 7 years old.

He had undergone eight open-heart surgeries and 20 procedures before he received the transplant, the GoFundMe page said.

Jennifer Stroud claimed that Jason’s heart was in “complete rejection/failure” due to coronary artery disease after rare genes were found in the donor heart he received.

The Daily Herald reported that the family switched hospitals and were supposed to make regular visits to Lurie Children’s Hospital of Chicago.

The Illinois Department of Children and Family Services was notified after the family missed several doctor’s appointments between December 2015 and August 2016.

Jason was hospitalized in August 2016 and died in September 2016 at the age of 11.

He was a sixth-grader at Woodland Middle School in Gurnee, the Daily Herald reported.

David Stroud, 47, of Park City.

Prosecutors said after the arrest of Jennifer Stroud and Jason’s father, David Stroud, that the boy’s body began rejecting the donor heart because the daily medication that he needed was not given to him by his parents.

David Stroud pleaded guilty in 2019 to involuntary manslaughter. He was sentenced to five years in prison, court records show.

A jury trial for Jennifer Stroud began in May after being delayed by the pandemic.

Pharmacist Scott Waggner, who was called as a witness, testified that it is critical for heart transplant patients to take two medications twice a day, every day, to combat organ rejection, the Chicago Tribune reported.

“If you miss two or three doses a week — or even one a week — you're starting to play with fire,” Waggner said.

The jury heard from 13 witnesses called by prosecutors that included medical experts who explained how Stroud missing numerous appointments and failing to give medication led to Jason's heart failure and death.

Several social workers and medical professionals testified that Jennifer Stroud was offered free transportation and lodging in order to assist her in attending the appointments.

State witnesses also testified that the medications and testing procedures were free of charge to the family.

The jury, after approximately an hour of deliberations, found Jennifer Stroud guilty on all three counts.

Eric Kalata, the lead trial prosecutor on the case said the evidence in the case covered “months of failure” on the part of Jennifer Stroud.

“Both parents knew that Jason's transplant required lifetime care, and they knew the risks of failing him. They were reckless with his life, and we hope these verdicts start a path toward justice for Jason,” Kalata said.

Jennifer Stroud, who has been out on bond since her case began, was remanded into the custody of the Lake County Jail.

Stroud, who faced up to 14 years in prison, was sentenced Thursday to eight years in prison.

During the sentencing hearing, Judge Daniel Shanes expressed how not only did Stroud fail her civic duties of society, but she also failed her moral duties as a mother.

“As the court noted, this is a tremendous tragedy. Our office prosecuted both parents because Jason's death was preventable. It was criminal and reckless for them to fail to treat and care for their son,” Lake County State's Attorney Eric Rinehart said.

“As Mr. Kalata said, they criminally squandered the most precious thing: Jason's life. After many years, we hope that justice for Jason will also mean that this never happens again,” Rinehart said.

A Lindenhurst man was arrested when he allegedly fled from police after they found him burglarizing a residence in Antioch early Thursday morning.

Michael Tangney, 30, of Lindenhurst, was charged with two counts of residential burglary, possession of burglary tools, possession of methamphetamine, possession of cocaine, possession of drug paraphernalia and obstructing identification.

Antioch police officers were on patrol in the 1000 block of Victoria Street around 3 a.m. Thursday due to recent burglaries in the area, Antioch Police Department Public Information Officer Charles Smith said.

An officer saw a garage of a residence on the block was open and saw a flashlight being shined around inside.

As officers approached the garage, a man wearing a plastic Halloween mask, later identified as Tangney, exited with multiple tools in his hands, Smith said.

Tangney allegedly ran from police and dropped some of the tools while fleeing.

Officers arrested him in the backyard of a nearby home in the 1000 block of Main Street.

The tools Tangney had were later determined to be stolen, Smith said.

Tangney also allegedly had 1.36 grams of cocaine, 1.6 grams of methamphetamine and a methamphetamine pipe.

Lake County Assistant State’s Attorney Lillian Lewis said during a bond hearing Friday morning that officers also found a residence in the 900 block of Victoria Street was burglarized and a bucket of paint was reportedly taken.

Neither homeowner gave Tangney permission to enter their property, Lewis said.

Court records show Tangney has numerous past criminal cases in Lake County.

In one case, he was convicted last month of criminal trespass to a residence that occurred in May 2021 in Lake County.

Lake County Judge Theodore Potkonjak set Tangney’s bond at $350,000.

He would need to post $35,000, or 10%, to be released. Tangney remains held at the Lake County Jail.

He is scheduled to appear for a preliminary hearing on August 16.

A Chicago man has been sentenced to 12 years in prison for robbing a Woodstock motel at gunpoint and battering the clerk in 2020.

Trent J. Keegan, 28, of the 4200 block of North Hazel Street in Chicago, was charged with three counts of armed violence, two counts of armed robbery, felon in possession of a firearm, theft, burglary, aggravated battery and two counts of aggravated assault.

Court documents allege that Keegan entered the Super 8 hotel, located at 1220 Davis Road in Woodstock, around 10:30 p.m. on May 17, 2020, while armed with a pistol.

Keegan “verbally walked through the armed robbery with himself while waiting for an employee at the front desk,” a police detective said in a criminal complaint.

When the staff member walked to the front desk, Keegan attempted to remove his pistol from his front pocket but it got stuck, the complaint said.

Keegan, who was wearing a mask, safety glasses and a bandana to hide his identity, walked around the corner away from the employee.

He then walked back to the front lobby and entered the employee area behind the front counter while displaying his gun, the complaint said.

Keegan grabbed the employee’s wrist and pulled it to the cash register as he demanded the employee to open it, the complaint said.

The employee handed Keegan approximately $1,000 cash. Keegan fled the business by running out of a hallway door, the complaint added.

The Boone County Sheriff's Department assisted in the investigation by providing their canine unit to track the suspect, according to Woodstock Police Chief John Lieb.

A search warrant was executed on a Woodstock residence that produced evidence in the case, Lieb said.

With the assistance of the McHenry County Sheriff's Department's SWAT team and the Lake in the Hills Police Department, an additional search warrant was executed on a residence in Lake in the Hills which produced further evidence.

Lieb said that a lengthy investigation eventually led to the identification of Keegan and an arrest warrant was issued on May 26, 2020.

The Chicago Police Department’s Fugitive Apprehension Team took Keegan into custody.

Keegan, who is a convicted felon, was previously found guilty of attempted armed robbery at a Super 8 hotel in Crystal Lake in April 2015.

In that case, Keegan served 180 days in jail and was ordered to undergo drug and alcohol treatment along with three years of probation.

Prosecutors recently negotiated a plea deal in the Woodstock robbery.

Keegan pleaded guilty to one armed robbery charge, a Class X felony, in exchange for all other charges to be dismissed.

McHenry County Judge Michael Coppedge sentenced Keegan on Thursday to 12 years in prison.

The sentence is served concurrently with his previous armed robbery conviction in 2015.

Keegan was ordered to restitute the $1,000 to the hotel he robbed, court documents show.

He has also been ordered to pay over $2,300 in court fees and fines.

Over $7,000 has been raised for an unincorporated Marengo family after a house fire displaced them Monday afternoon.

A GoFundMe account was started for the Glave family, who lost their belongings after their basement caught on fire and left their unincorporated Marengo home uninhabitable.

Two adults and two children were displaced due to the incident.

The family would need to purchase new beds, clothes and other necessities, the GoFundMe said.

The Marengo Fire & Rescue Districts responded at 1:37 p.m. Monday to the residence in the 18700 block of Beck Road for a report of a structure fire.

Marengo Fire & Rescue Districts Communication Specialist Alex Vucha said the homeowner noticed light smoke coming from their house and called 911.

Firefighters arrived within 10 minutes and found a working fire in the basement of the residence.

They were challenged by heavy smoke conditions in the basement but were able to extinguish the fire within 20 minutes, Vucha said.

Firefighters remained on the scene for an additional four hours to overhaul and investigate the fire.

No injuries were reported, Vucha said.

Over $7,000 was raised as of Friday morning and donations will go directly to the Glave family, the fundraiser said.

Man charged with fleeing police, crashing into garage before being tracked down by canine in Round Lake Heights

Colby B. Franklin, 24, of Ingleside.

A police chase resulted in the driver of a vehicle crashing twice, including into a garage, before he fled on foot and was tracked down by a police canine in Round Lake Heights, prosecutors said.

Colby B. Franklin, 24, of the 34700 block of North Holman Avenue in Ingleside, was charged with aggravated fleeing police, resisting a peace officer, speeding 35+ mph over the limit, reckless driving, failure to obey a police officer, disregarding a stop sign, failure to reduce speed and leaving the scene of a crash.

An officer was patrolling on Rollins Road in Round Lake Heights on Saturday when they spotted Franklin’s vehicle driving 71 mph in a 30 mph zone, according to Lake County Assistant State’s Attorney Lillian Lewis.

Officers attempted to stop the vehicle but the driver made a quick left turn onto Lake Shore Drive and sped off from the officer.

Officers pursued and clocked the vehicle traveling 64 mph in a 25 mph zone.

Franklin allegedly turned his headlights off and turned left onto Hillside Drive, which has a sharp curve, Lewis said.

Franklin lost control of the car and the car went off the roadway.

Officers approached the car on foot and told Franklin to turn off the car.

Instead, Franklin allegedly rocked the car back and forth and got the vehicle unstuck, Lewis said.

The man drove away again traveling westbound on Hillside Drive where he went through a stop sign at Fairfield Road and crossed the road.

Franklin lost control of the car again and hit a pole, causing the pole to become dislodged and the wires to dangle downward, Lewis said.

The vehicle crashed into the garage of a residence and Franklin fled on foot. He was taken into custody with the assistance of a police canine.

Lake County Judge Theodore Potkonjak ordered Franklin held on a $35,000 bond.

He was released from the Lake County Jail after posting bond.

A status of attorney hearing is scheduled for Monday.
